The open captioned movie bill has been re-introduced to DC Council this February! The bill introduced last September was not expected to pass, only to start the conversation. The 2019 bill has eight supporters:

I am writing in support of Open Movie Captioning Requirement Act of 2019 (B23-0146). I am deaf/hard of hearing and have not gotten accessibility at the movies with theaters' problematic closed captioning devices and have not been able to simply enjoy the movies like hearing moviegoers do.
Open captions is what my peers and I need to access and enjoy the movies in Washington, DC. This bill strikes a reasonable balance in requiring a small portion of movie screenings to be open captioned at reasonable times. With the passage of this bill, I am much more likely to go to the movies and to dine out in DC.
